Security Arrangements Shift Around Jantar Mantar as Some Barricades Are Removed; Restrictions Remain in Place

Major Access Routes Still Heavily Restricted

According to the person recording the video, the four primary routes leading to Jantar Mantar remain barricaded. The video claims that commuters and protesters are being diverted onto significantly longer routes, increasing travel distance compared to the usual approach.

The narrator alleges that the purpose of the restrictions is to slow the arrival of new protesters, particularly those travelling from other states for the first time. These claims have not been independently verified.

Section 163 BNS Continues to Be Enforced

The video also shows warning boards installed by Delhi Police stating that Section 163 of the Bharatiya Nagarik Suraksha Sanhita (BNS) is in force in the area. The notices warn that unauthorized gatherings or demonstrations are prohibited and that legal action may be taken against those violating the restrictions.

Section 163 BNS serves a similar public-order function to the former Section 144 of the Code of Criminal Procedure (CrPC), allowing authorities to restrict public assemblies in designated areas.

Water Cannon and Senior Police Officials Seen

The footage further shows a water cannon vehicle that was reportedly stationed near the protest site earlier in the morning. According to the narrator, senior Delhi Police officials also inspected the security arrangements before the vehicle was moved away.

While these observations are visible in the video, no official explanation has been issued regarding the movement of security equipment or personnel.
